Senate Panel Calls for FEMA to be Dismantled

The Senate committee investigating FEMA’s failed response to Hurricane Katrina said last night in a statement that the agency is broken beyond repair, to the extent that it should be dismantled and rebuilt from the ground up. The group’s report, to be released publicly next week, calls for FEMA to be replaced with a new National Preparedness and Response Authority, created from the start as part of the Department of Homeland Security; FEMA was only absorbed into DHS in 2003, and the chain of command between the two groups has been blamed in part for the response to last fall’s storms. The White House issued a statement saying it supported FEMA as it is; perhaps they hadn’t yet heard that the agency has abruptly cut off about a third of the 55,000 displaced families dependent on the “long-term” vouchers that were supposed to last through the year.

FEMA worked fine when experts where in charge

Restoring FEMA to its independent role — as many critics of the Katrina response have advocated — "would do nothing to solve the key problems that Katrina has revealed, including a lack of resources and weak and ineffective leadership,"

So replacing FEMA with something else, of course staffed with incompetent Bush Administration political cronies will fix it?

That's like saying a carpenter with bad eyesight who keeps hitting his thumb just needs an expensive new hammer.

Anyone could see that people were simply abandoned.Now we can watch the concern while they finish of FEMA.

Replacing

Replacing one bumbling oaf with another, how do they think that starting up another goverment agency will make that agency any better, take a look at homeland security... it's brand spankin' new and it didn't do crap to help out.

This is a fearmonger's delight. The administration that thrives on keeping people afraid and paranoid is at it again. FEMA blows it big time after Katrina, not because of poor coordination with local governance, but because the idiots in charge were only out-idioted by The Idiot in Charge (aka, The Decider)

FEMA's primary job is emergency management. That means coordinating relief, getting the wheels to turn on emergency payments and disposition of emergency personnel. They are one of the few agencies that can declare an on-site emergency and suspend local rules and institute martial law.

So, what do the hacks do? Talk about dismantling FEMA. And replacing it with what? The National Preparedness & Response Authority that is neither prepared nor ready. The whole aim of this fiasco is furthering the grasp of the Department of Homeland Security (DHS). This over-bloated compendium of everything from the Customs Service on down runs on the notion that most threat comes from without.

Hurricanes aren't terrorists. The entire organizational structure of Homeland Security is advertised in its name. Prevention and readiness will look great on the windbreakers these boobs wear at disaster scenes, but the reality of emergency management is that if you're anticipating most of your budget to go for idiotic things like protection from bioweapons (unlikely) or domestic eavesdropping, you aren't going to sink the money necessary into flood, storm, tornado, earthquake or other natural disaster preparation and development of the economic response necessary.

What we can look forward to here, is probably the onus being put on local governments to prepare the infrastructure for disasters, and the feds to "coordinate efforts". Unfortunately, with this pack of morons, that typically means spending millions self-justifying not doing what should have been done in the first place, then, not doing it, because you're still explaining WHY it wasn't done previously.

.....the National Guard would be the ideal core of an emergency response corps. A Federal civilian board would organize the states' guard units and Corps of Engineers batallions into rapid response teams. The military has the specialties (when we bring them back from Iraq) that would most be needed in an emergency....communications, transportation, logistics, security and law enforcement, and medical. They already integrate and coordinate with the regular military, so reinforcements would be available in extreme emergencies.

Great idea Rock

I like it for a number of reasons. The Guard also has tons of equipment. It ain't all new, but (as Shrub proved occasionally flying his obsolete Thunderchief over the same scorched Texas terrain I sweated in an M-60), most of it still works. Heavy earth moving and other equipment as well as other materials are allocated to the Guard. The only caution that I would add, is that the state militias are under the control of the Governors. I think there still needs to be a coordinating federal standard. I think guard deployment with standing units of regular military (army, air force, marine) and reserves specialized into military police, engineering, med & other emergency first response brigades that could be airlifted to disaster areas immediately is the way to go. Look at what happened in some areas after last year's tsunami. New Zealand & Australian rapid response forces had units on the ground almost immediately. They were flown out of Christchurch and Adelaide. They have them on alert for rapid response & deployment, with the option of outfitting in the field, rather than gearing up at their point of origin.

Of course, if most of your engineers are building blast containment barriers, finding anti-personnel mines or mapping out likely sniper positions in Iran, that puts a crimp in the plan.

Fantastic Idea... Include cross training for units outside the area where they reside. That way, personnel in the center of the disaster could tend to their families while those outside the disaster could be called to action.
