News:
The Louisiana Recovery Authority has shifted nearly $600 million in federal monies away from infrastructure recovery to plug a gap in funding of the state's Road Home program. The Road Home program provides grants to homeowners attempting to rebuild and reoccupy homes affected by Hurricanes Katrina and Rita. According to the Times Picayune, the LRA's motivation for the funding shift is to increase the state's leverage when asking for federal funding for disaster recovery.

Same old...same old. Politics as usual in New Orleans.
Take federal funding aimed at repairing levies and use it to pay off locals. Then ask for more federal monies to maintain the levies. 600 million again wasted on a corrupt LA government.
But of course it is Bush's fault the elected officials and business owners in New Orleans are corrupt.

Appoint who?
This is the State transferring Federal Funds to State coffers. Approval of Federal funding is a function of the Congress.
Who should enforce how the federal money is spent? If Bush tells them to use the money, as intended, for maintenance of the levies and flood management, then you would say he does not care about the people of New Orleans. When more money is asked for, and it will be, Congress will approve it. So more money is funneled into Louisiana as federal money and used by the state and local governments to ensure local business owners and politicians are paid well for doing nothing.
All the while blaming bush for what? I am not sure? This cycle has been ongoing for many years.
Now it is fair to be critical of FEMA and Michale Brown’s handling of the situation after Katrina hit. But why did not the local and State government take some action prior to Katrina’s land fall and evacuate people before the waters rushed in?
There is plenty of blame to go around. But I think that seeing 600 Million dollars diverted from Federal money to improve flood management to local government shows that it is business as usual in New Orleans.

As usual, you pseudo-cons are greedy reactive mother fuckers rather than proactive. Like they say, an ounce of prevention is worth a pound of cure. If the money that was needed for the levees would have been spent beforehand, it would have cost a hell of a lot less than the efforts now to recover and rebuild New Orleans. But, Bush cut funding to make morons like you happy.
And even more money is required now for the levees than would have been needed before to provide adequate protection to New Orleans.

Most of the money never made it to improving the levees. It went to locals companies. Open your eyes. The people of New Orleans did not take care of themselves. How much money do we throw at a problem that never improves? Just keep sending money to New Orleans, but the levees never get needed improvments.
But it makes you "feel" good to at least "try" and help the poor people of New Orleans.

When the Superdome and the Ernest N. Morial Convention Center deteriorated into anarchy and food and water ran short, many who tried to escape the flooded streets of New Orleans found their paths blocked.
Gretna police fired shots over the heads of evacuees streaming across the Crescent City Connection, as bullhorns blared for them to go back to New Orleans.
In Plaquemines Parish, dozens of sheriff's deputies raised shotguns and pistols to turn back a convoy of school buses attempting to take storm victims to safety at the Naval Air Station-Joint Reserve Base in Belle Chasse.
And in Westwego, arriving evacuees had two choices: Leave immediately, or go to an overcrowded shelter with few supplies where armed guards accompanied by a police dog prevented anyone from leaving.

Why did they wait so long.
It is not like it was a surprise that Katrina was going to cause damage. they knew at least 12 hours in advance that there was a high probability that New Orleans was going to get hit. Why did they wait until it was too late to evacuate? Not all the Blame can be put on the Federal government as you would like it. Local and State government failed as well. And it was there failure that Compounded the problems.
And shelters should have been set up an supplied prior to Kattrina hitting. The was the State's responsability.

Fema took over the responsibility for the evacuation plan and gave that contract out to a company with no experience. If those things weren't done it is because FEMA didn't do them and neither did the Co they hired.

Only needed repairs after the 2000 election? If it was of such concern, why did the Federal government in the 1990's use some of the "budget surplus" to fix them? They had been neglected for decades. Stop trying to act like it is solely the fault of the current administration. This is a failure at the state and local level as much if not more than the Federal level.Where were the Senators and Representatives of LA during the 90's screaming for money?
